GOP lawmakers: Scrap Obama health law, use tax credits

WASHINGTON (AP) — Three Republican lawmakers are proposing tax credits and greater leeway for states and health insurers as the GOP unveils its first plan this year for repealing and replacing President Barack Obama’s health care overhaul.

The outline was released Wednesday by three Republicans: House Energy and Commerce Committee Chairman Fred Upton of Michigan, Senate Finance Committee Chairman Orrin Hatch of Utah and Sen. Richard Burr of North Carolina.

Republicans have been vowing to repeal and replace Obama’s law ever since it was enacted over unanimous GOP opposition in 2010. But Democrats have criticized them for years for never advancing a substitute measure.

Even this Republican proposal is just an outline, not legislation. GOP aides say the lawmakers first want to consult with colleagues and governors and may make changes.
